The Value Based Community of Practice

Value Based Procurement (VBP) is an innovative procurement approach supporting patient-centric, safe, high quality and affordable healthcare. Applying VBP leads to most economic advantageous purchasing by awarding a contract on the basis of what patients, health systems, health actors and society value. VBP is a collaborative, multidisciplinary approach providing opportunities to strive towards efficient and effective health care delivery and to address the key challenges health care systems are facing.

The basis for VBP is laid down in the multi-layered VBP Framework which considers the outcomes that matter to patients, the benefits for key healthcare stakeholders and society as a whole, the cost along the full process of care delivery, and the offering of innovative medtech solutions. When applying the VBP-methodology, the procurement body is awarding the contract based on the principle of the best total cost-quality ratio resulting in the most economically advantageous tender (MEAT), compliant with the EU Public Procurement Directive 2014/24/EU and national public procurement legislation.

The Value-Based Procurement Community of Practice (VBP CoP) was established in 2016 by MedTech Europe, Boston Consulting Group, and EHPPA. Its goal is to support the shift in healthcare procurement from a focus on volume to a focus on value.

Since then, the VBP CoP has continued to evolve. This website provides an overview of its current structure, including governance, activities, membership guidelines, and available resources.

The VBP CoP brings together procurement organizations, individual procurers, the medical technology industry, and their leadership. It also collaborates with health authorities and other stakeholders who share an interest in value-based procurement.

The objective of the VBP CoP is to foster a change in practice and implement value-based procurement both in the public and private healthcare sectors. This will bring the most economically advantageous solution into healthcare, taking into account the value offered to patients, to the care givers, the providers and potentially, to society. VBP CoP activities

The VBP CoP is driven by its members and assisted by supporting and knowledge partners.

It focuses on 5 key activities:

  • Engage and outreach via the publication of awareness material and papers, organisation of events as well as the engagement with stakeholders in order to (a) develop outreach strategies to expand VBP awareness, (b) explain the value of VBP and its business case and (c) build support from healthcare professionals, hospital management, and financial directors’ (C-level) to change current procurement practice from a volume to a value-based approach.

  • Educate the VBP CoP by providing training and educational material1 in order to increase their knowledge base and by organising training sessions.

  • Collaborate within the VBP CoP by sharing learnings and best practices.

  • Derive learnings from VBP pilots and projects by performing case studies.

  • Continuously enhance the VBP toolkit to support the application of VBP in tender and procurement pilots/projects.

Value–Based Procurement is a collaborative, multidisciplinary approach to partner for patient-centric, higher quality and more sustainable health care. Value–Based Procurement addresses key challenges in the provider/supplier relationship, leading to economic most advantageous purchasing by awarding the specific needs and what citizens, health systems, health actors and society value.

7th Value Based Procurement Conference- 9 December 2025

The seventh edition of the European Value-Based Procurement Conference, “Driving Value in Healthcare – Scaling Up Value-Based Procurement across Europe” took place on 9 December 2025 in Brussels.

This year’s edition brought together 120 participants from across Europe for a full day of discussions, insights and best practices in value-based procurement.

The 2025 VBP Conference was organised by the VBP Community of Practice and supported by EHPPA, EUREGHA, EAVH, Swansea University and MedTech Europe.
