At the heart of VBP is the patient. The multi-layered VBP Framework starts with the outcomes that matter most to patients and builds from there, considering the wider benefits for healthcare professionals, providers and society, alongside the total cost of care. Applying the VBP method means that the procurement body is awarding the contract based on the Best-Price-Quality-Ratio (BPQR), fully compliant with the EU Public Procurement Directive 2014/24/EU and national public procurement legislations.

The Value-Based Procurement Community of Practice
Value-Based Procurement (VBP) in healthcare is a promising procurement method that evaluates the total value a medical technology delivers across the patient care pathway. This may include the impact on patient and clinical outcomes, patient experience, operational efficiency and total cost of care.
Applying VBP means awarding a contract based on what matters most to patients, clinicians, healthcare providers and society, rather than purchasing a medical device only at the lowest possible price.
VBP is a collaborative, multidisciplinary approach addressing the challenges health care systems across the world are facing and a key enabler for Value-Based Healthcare.
The Value-Based Procurement Community of Practice (VBP CoP) was established through a joint initiative by MedTech Europe, Boston Consulting Group, and the European Health and Public Procurement Alliance (EHPPA).
Main objective of the Community of Practice is to support the shift in healthcare procurement from a focus on price towards a focus on value, facilitating the exchange of ideas and best practices, fostering collaboration and shared learning.
The VBP CoP brings together procurers, suppliers of medical technologies and academia, while remaining open to anyone with an interest in Value-Based Procurement or healthcare procurement.
VBP CoP activities
The VBP CoP is driven by its members and supported by knowledge partners.
It focuses on 5 key activities:
Engage & Inspire – Put VBP on the map through publications, events and stakeholder engagement. We explain why VBP matters, demonstrate its business case, and build support among healthcare professionals, hospital leaders and C-level decision-makers to move procurement from price to value.
Educate & Empower – Build VBP knowledge and capabilities across the community through training, workshops, conference presentations and practical educational materials.
Connect & Collaborate – Bring people together to exchange experiences, share best practices and learn from each other.
Learn from Practice – Turn real-world VBP pilots and projects into practical insights through case studies: what worked, what didn’t, and what others can learn from it.
Equip & Enable – Develop practical tools and guidance that help healthcare organisations and suppliers turn VBP from a concept into everyday procurement practice.

7th Value Based Procurement Conference- 9 December 2025
The seventh edition of the European Value-Based Procurement Conference, “Driving Value in Healthcare – Scaling Up Value-Based Procurement across Europe” took place on 9 December 2025 in Brussels.
This year’s edition brought together 120 participants from across Europe for a full day of discussions, insights and best practices on value-based procurement.

The annual VBP Conference is a not-for-profit event funded through participant registration fees and a financial contribution from the VBP Community of Practice. It is made possible by the in-kind support of its partners, who endorse the programme and actively promote the event within their networks.
